Tim has over twenty years’ experience working on local public services as a consultant, civil servant and campaigner across issues such as diversity and inclusion, community empowerment, regeneration, transport and housing.
He is leading PA’s place based approach for renewing public services. He focuses on purpose led transformation and change to how organisations operate and design to deliver outcomes, drawing on varied experience and involvement in transformation and innovation programmes.
He started his career at RNIB and then the Department for Transport on inclusive mobility. At DCLG he worked on public spaces, regeneration, local democracy, empowerment and social enterprise. He designed the Community Builders funding programme to invest in community anchors, which is now managed by the Social Investment Business.
He also worked at Nesta on social innovation, which is where he first worked with Resonance. His subsequent worked with local government helped create opportunities for the Real Lettings Property Fund.
He has an MSc in transport planning and, in a personal capacity, sat on the advisory Commission for the Mayor of London on future funding and financing of parks across London. He lives in London and has two daughters both of whom are better at maths than he ever was.
